Representative Caprio has spent the past several years fighting for the residents of District 34 and sometimes found himself fighting leadership for the greater good of his constituents. Below is just a small sample of legislation that David championed in the House.
Protecting the Environment
- Voted in favor of this year’s renewable energy bill - allowing individuals, businesses and municipalities to benefit from extra energy they produce. The bill drastically increases “net metering” (6/4/08)
- Co-Sponsored House Bill No. 5411 that would eliminate the tax credit caps on residential renewable energy systems (2/13/07).
- Co-Sponsored House Bill No. 8021 making the waterways safer granting the Narragansett Town Council the power to regulate by ordinance all outhauls used within the towns public waters (4/25/06).
Tough on Crime
- Sponsored House Bill No. 7482 requiring purchasers of second-hand materials (i.e. copper) to maintain identification records of the sellers of second-hand materials (2/13/08).
- Co-Sponsored House Bill No. 6135 requiring law enforcement officials to take a DNA sample from anyone arrested for a felony whether or not they are convicted (3/8/07).
- Co-Sponsored House Bill No. 6191 Sub A establishing strict standards relating to Identity Theft Protection (3/9/05).
- Co-Sponsored House Bill No. 7655 Sub A with Representative Lally that would define video voyeurism and impose fines and/or penalties for a person found guilty of this offense (2/10/04). Read the general assembly press release
- Supported a bill strengthening the state’s drunk driving laws. The bill lowered the blood-alcohol level to .08 and toughened the penalties on drunk driving.
- Voted to strengthen the state’s social host laws extending the language to include stiffer penalties for the manufacture and distribution of fake IDs, the possession and use of a fake ID but anyone under the age of 21, and extended the reach of the language to make adults liable for underage drinking anywhere on their property.
Fishermen
- Led a multi-year effort to reform commercial fishing licenses with the cooperation of several industry organizations and state organizations.

- Co-Sponsored House Bill No. 6190 establishing a Junk Mail opt-out list (3/22/07).
For the Community
- Co-Sponsored House Bill No. 6418 naming the rotary located at the intersection of Kingstown Road and Old Point Judith Road in Narragansett after Charles “Ted” Wright (5/22/07).
- Sponsored House Bill No. 6506 that would rename a section of Route 108 in South Kingstown (6/07/07)
- Sponsored House Bill No. 6707 prohibiting camping at Scarborough State Beach (1/4/06).
- Co-Sponsored House Bill No. 6567 allowing a tax assessor to prorate the tax classification of owner-occupied structures which contain both commercial and residential units (6/7/05).
- Co-Sponsored House Bill No. 7639 that would allow the town of Narragansett to limit the number of unrelated individuals that may reside in a single-family dwelling to not less than three (2/10/04).
Reforming our Government
- Sponsored House Bill No. 7122 requiring the Joint Committee on Legislative Services to provide disclosure to the public by means of the internet, all transactions it authorizes, including expenditures, hiring and payroll. This act would also require that meetings of the joint committee would be subject to the open meetings law (2/8/06).
- Co-Sponsored House Bill No. 7820 prohibiting elected officials and legislators from accepting any gift in relation to their position (2/28/06).
Health and Welfare
- Co-Sponsored House Bill No. 7546 SUB A that would provide individuals who sustained traumatic brain injury with comprehensive instate services (2/16/06).
Protecting our Children
- Co-Sponsored House Bill No. 5354 that would protect children from the harmful effects of secondhand smoke by restricting drivers from smoking in their vehicles while a child is present (2/7/07).
Strengthening Education
- Co-Sponsored House Bill No. 6178 that would mandate all proceeds from the Rhode Island State Lottery to be placed in a restricted receipts account to be used only for state aid to education (3/21/07).
- Co-Sponsored House Bill No. 7948 authorizing the Town of Narragansett to finance renovations, remodeling, additions, improvements and related equipment for schools (3/30/06).
- Co-Sponsored House Bill No. 7681. This act would mandate that the state up to forty thousand dollars ($40,000) per student in the special education fund appropriated to communities (2/11/04).
Respecting our Veterans
- Voted to create the Rhode Island Department of Veterans’ Affairs. The bill would move oversight of the 100,000+ veterans living in Rhode Island from a small division within the Department of Human Services to a larger department with one purpose - tending to the needs of Rhode Island veterans. - Co-Sponsored House Bill No. 7627 that would provide tax relief for our Veterans making veteran pensions exempt from the RI Personal Income Tax (2/16/06).
Tax Relief
- Co-Sponsored House Bill No. 5882 permitting a Homestead Exemption of up to thirty-five percent (35%) of assessment value in Narragansett (3/1/05).
